Mark E. Reinhardt, P.L.S., Principal Surveyor
Mark is MNS's Principal Surveyor, and oversees all of the firm's Survey, Mapping and Geographic Information Systems (GIS) work.
He has over 24 years of experience in land surveying. Along with managing a variety of types of surveys, he is the contract City Surveyor for two cities.
Mark also has extensive expertise in Right of Way Engineering and has provided ROW engineering services and ROW certification documents on several
highway and bridge projects in California. Mark also assists agencies, attorneys and property owners with resolution of land use and boundary disputes.

James A. Salvito, Principal Construction Manager
Jim is a Principal at MNS with over 17 years of experience in civil and transportation engineering design, construction management and geotechnical engineering.
He is the Principal that oversees the Design and Construction Management divisions of MNS. Jim has worked on various public infrastructure projects including
new construction of and improvements to roadways, bridges, buildings, parking lots, traffic signals, water lines, sewage collection facilities, storm drain systems,
parks and utility under grounding projects. He also provides program management and construction claims analysis services to public agency clients.

Jeffrey L. Edwards, Principal Project Manager
Jeff brings a highly diverse background to MNS, with expertise in project and construction management, civil engineering, soils engineering, urban planning,
landscape architecture, and construction inspection. In his current capacity, Jeff manages MNS's Buellton office and serves as the Deputy City Engineer for the City of Buellton,
where he manages the City's capital improvement projects. In addition, Jeff is the firm's project manager for construction management work performed for the US Air Force at Vandenberg AFB.

Gregory A. Chelini, Principal Construction Manager
Greg is a Principal Construction Manager at MNS. In addition to managing the firm's Construction Management group, Greg's role includes project and construction management, construction contract administration, constructability reviews, cost estimating and tracking, plan and specification review, report preparation and construction claims analysis. He brings to MNS twelve years of Structure Representative and Resident Engineer experience while working for the California Department of Transportation (Caltrans).

Shawn M. Kowalewski, P.E., Principal Engineering Manager – Santa Barbara
Shawn manages the engineering group in the Santa Barbara office. He joined MNS in 1995, bringing knowledge gained while working for the New York State Department of Transportation. His broad range of experience encompasses civil engineering and construction management of a variety of public infrastructure projects. His current responsibilities include project management, civil engineering design, structural design and analysis, cost estimating, plan and specification review, and report preparation.

John Kular, P.E., Principal Engineering Manager – Bakersfield
John joined MNS in 2006 following a distinguished career across Canada, Texas and Southern California in civil engineering. With 20 years of engineering experience, John has served as project manager or project engineer on a wide variety of public infrastructure and land development projects. John's experience includes feasibility studies, preliminary engineering, detailed engineering design, construction contract administration, coordination of sub consultants and liaison with agencies at federal, state, county, and municipal levels.

Patricia A. "Tish" Beltranena, Principal Planner
Tish is a Principal Planner with 23 years experience specializing in land use planning on ranch, vineyard and winery projects. She has led the Wineries, Ranches & Estates Group at MNS for the past four years while also serving two years on the Central Coast Wine Growers Association Board of Directors and as Chair of the Wine Industry Task Force Winery Sub-Committee. Her expertise in land use planning, knowledge of local zoning constraints, familiarity with environmental issues and efficiency in processing permits in both the public and private sector adds value to any project.
Tish has been a member of the Buellton Chamber of Commerce since 1992 and is currently serving her second term as President. Tish also volunteers on the Santa Barbara Cattlemen's Association Land Use Committee and the Santa Barbara Cattlewomen's Legislative Committee.

Travis G. Smith, C.M.S., GIS Manager
Travis is the GIS Manager at MNS and has over 12 years of professional GIS experience. He has extensive experience in GIS enterprise system development, GIS database administration, internet map services, project management and analysis; and presently holds a US DOJ security clearance. Travis developed and administered a GIS enterprise system for the US Air Force in Arizona. Travis has worked on a large variety of GIS projects, including the US Geological Survey, SCDOT, Texas Water Development Board, USDA Forest Service, USDA NRCS, USDA Farm Service Agency, Port of Portland and the National Cancer Institute. Travis is a Certified Mapping Scientist through the American Society for Photogrammetry and Remote Sensing.
