Our civil engineering team provides a full range of project delivery services to the transportation, water resources, government services, and federal markets throughout California. We focus on complete project delivery with capabilities in operational review, planning, preliminary design and design development, constructability review, and project startup. Two specialized teams lead engineering: transportation and water resources. Lead Engineers act as Project Managers, supervising all aspects of project delivery.

Planning. Proper planning documentation is essential for project development. At MNS, our preliminary approach includes advance planning studies, study and project reports, structure type selection reports, and design exception memoranda—which document scope and cost structure of the project.

Operational Review. Many systems we design have existing components integral to proper operations. Our reviews include optimization studies, system redundancies, staffing levels and needs, operational procedures, and risk management.

Preliminary Design. Initially, we focus on project research, project conceptualization, and feasibility assessment—which ultimately result in establishing the design parameters and requirements typically provided in a Preliminary Design Report.

Design Development. We develop efficient, robust, and detailed designs, which are simple to understand, review, and build—all while minimizing environmental impacts and disruptions. We formulated a standardized project development process to translate preliminary concepts into complete Plans, Specifications, and Estimates (PS&Es), with a focus on bidability and constructability.

Engineering Services from Bidding through Post-Construction. As the Engineer of Record, MNS offers bid phase services such as pre-bid meeting attendance, bid tabulation and analyses, reference checking, and addenda preparation. Construction services include contract administration, shop drawing review, payment preparation estimates, facilities startup, record drawings, project meetings attendance, construction observation, project closeout, and resident project representative assignment.

Project Commissioning. Commissioning and startup activity validates the construction integrity and confirms facilities are delivered in a safe, reliable, and operational condition.
