Overview

The complete $462M project included the rail tracks, two stations, a park and ride facility, and maintenance building. The contract included modifications to ten miles of BART rail tracks beyond the Pittsburg/Bay Point station, a new transfer platform, and a building to house train control equipment.

The project accommodated a diesel train to run the median of State Route 4 from the existing Pittsburg/Bay Point BART station to an eBART terminus station in Antioch.

Additional work performed by Caltrans included widening of the State Route 4 median to accommodate the eBART tracks, and an access tunnel under State Route 4. The project was built in conjunction with the expansion of State Route 4 from four lanes to six and eight.

MNS coordinated work with seven other simultaneous construction contracts. Construction management services included ensuring contractor adherence to plans and specifications; responding to RFIs; reviewing and monitoring SWPPP plans, the  contractor’s baseline and monthly update schedules and reviewing, verifying, and negotiating the contractor’s submitted payment invoices; implementing and monitoring the submittal process; preparing and processing change notices and change orders; coordinating field inspection, testing, and survey teams and involved utilities and involved agencies, including BART, Caltrans, Contra Costa Transportation Authority (CCTA), and the Cities of Pittsburg and Antioch; identifying potential claims and delay issues and options to mitigate potential damages; and resolving issues with the contractor once approved by BART.

MNS pre-construction activities included constructability review of plans and specifications, verification of existing field conditions, leading pre-bid meetings, and providing bidding support. MNS provided resident engineering and electrical/systems inspection for the construction of this project. Electrical, systems, and signaling inspection involved inspection of electrical, various systems components, and train control facilities.
