MNS Welcomes Clifford Maurer, Vice President of Government Services

MNS Engineers, Inc., a California-based multi-service infrastructure consulting firm, is pleased to announce the appointment of Clifford “Cliff” Maurer, as the new leader of our Government Services Practice. In this executive role, Cliff will help advance MNS’ strategy and client service across government programs throughout California.

“Cliff’s leadership and dedication to public service align perfectly with our culture and long-term vision. We’re thrilled to welcome him to the Executive Team and confident he will elevate our Government Services platform through our next phase of growth,” said Darren Riegler, President and CEO.

With over 35 years of leadership and engineering management experience, including 29+ years as a Naval Officer in the U.S. Navy Civil Engineer Corps, Cliff has overseen planning, design, construction, public works, contracting, environmental, real estate, and energy services during his esteemed career. Prior to joining MNS, Cliff served as Director of Public Works for the City of Santa Barbara and Director of Public Services and Engineering for the City of Coronado.

Celebrating Jeff Edwards’ Leadership and Legacy

MNS extends its deepest gratitude to Jeff Edwards, Vice President – Government Services, who will retire after 33 years with MNS. Jeff built and nurtured our Government Services team, leading with integrity, dedication, vision, and passion. His legacy isn’t measured only in milestones—it lives in the mentorship, encouragement, and laughter he shared, and in the countless times he was the first to lend a hand. While we will miss his daily presence, we wish Jeff a wonderful next chapter on his journey.

2025 Annual Giving; Standing with Communities and Investing in the Future

As we celebrate the close of another year, MNS extends our deepest gratitude to the clients, partners, and teammates whose trust and collaboration made 2025 a year of meaningful progress. In the spirit of giving that has guided our firm in recent years, we have chosen to forgo individual holiday gifts and instead focus our resources where they can do the most good—supporting immediate relief efforts and nurturing the next generation of infrastructure leaders. This Giving Tuesday, MNS contributed to the Pacific Palisades and Eaton fire relief funds to aid families and neighborhoods affected by two of California’s most destructive wildfires. These donations are intended to provide urgent assistance for recovery and rebuilding in communities we call home.

Beyond emergency relief, MNS remains committed to education and workforce development. We are proud to support the ACEC-California Scholarship Fund, helping engineering students pursue degrees and career pathways that will strengthen the future of infrastructure delivery. By investing in immediate community needs and long-term professional development, we aim to reflect the values of service and partnership that define our work—today and into 2026.

Excellence in Action; MNS Earns Top Honors Across Transportation and Water Sectors

As we look back on 2025, MNS is proud to celebrate a year marked by meaningful impact, technical excellence, and strengthened partnerships across California. Our team delivered award-winning work for Caltrans, multiple cities, county agencies, and regional authorities — from transportation and bridge projects to critical stormwater and wastewater improvements.

  • Caltrans Partnering in Excellence Award: The Caltrans D5 Olive Mill and San Ysidro Roundabout project improved safety and mobility through the construction of two modern roundabouts, complete with new sidewalks, retaining walls, upgraded drainage, directional crosswalks, and links to existing bike paths.
  • Caltrans Success in Motion Gold Award: The Caltrans D5 US 101 HOV Widening Project reconfigured 16 ramps, added six new bridges, and six sound walls, easing congestion during peak hours and delivering enhanced commuter efficiency
  • ACEC California Engineering Excellence Honor Award: The City of San Ramon and Contra Costa Transportation Authority’s new Iron Horse Trail Bridge over Bollinger Canyon Road is a new bicycle and pedestrian bridge which provides a safe connection for pedestrians and bicycles to the Iron Horse Trail and is a signature iconic gateway to the City.
  • ACEC California Engineering Excellence Merit Award: The City of Emeryville’s Quiet Zone Safety Engineering Measures is Northern California’s largest completed initiative to establish a quiet zone at three railroad crossings through quadrant gates, raised medians, and other safety measures to reduce the risk of collisions on railroad crossings while also reducing the need for trains to blow their horns.
  • ACEC National Recognition Award, NorCal Project of the Year Award, ASCE San Francisco Outstanding Roadway/Highway Project: San Francisco County Transportation Authority’s $36M reconstruction of the YBI I-80 interchange between the eastern portal of the I-80 tunnel and the western abutment and approach to the east span of the Bay Bridge entailed unique geometry for roadways and bicycle/pedestrian facilities to fit the steep topography of YBI while directly connecting to the San Francisco-Oakland Bay Bridge.
  • CASQA Outstanding Stormwater BMP-Industrial Award, Power Magazine Water Award, APWA SoCal BEST Award: The City of Burbank/Burbank Water & Power’s NPDES Stormwater Improvement Project addressed regulatory stormwater quality compliance issues with innovative solutions for sustainable stormwater management at a 22.5-acre campus site.
  • APWA Monterey Bay Project of the Year Award: The City of Gonzales’ Emergency Disposal Pond Construction addressed percolation problems after heavy rains by constructing a new disposal field on an expedited basis.
  • APWA Monterey Bay Project of the Year Award: The City of Greenfield’s 12th Street Improvement Project addressed a critical safety need for pedestrians with new sidewalks, Class II bike lanes, drainage, and pedestrian improvements.
  • APWA Central Coast Project of the Year: Laguna County Sanitation District’s Phase I Plant Upgrades upgraded the wastewater treatment plant, enhancing water quality, increasing treatment capacity, and modernizing infrastructure.
  • APWA SoCal High Desert Outstanding Project of the Year: City of Palmdale’s Sam Yellen Park Phase II project created new facilities, including a new gathering plaza, futsal courts, outdoor fitness stations, additional restrooms, and an expanded playground.
  • APWA NorCal Project of the Year Award: The City of Dublin’s Iron Horse Trail Bridge features a 230-foot-long free-span bridge, providing a safe, grade-separated crossing over Dublin Boulevard—one of the city’s busiest roadways.
  • ASCE MLAB Outstanding Project Award: City of El Segundo’s El Segundo Boulevard Improvements project transformed a critical 1.5-mile east–west arterial corridor between Isis Avenue and Pacific Coast Highway.

To support California’s growing infrastructure needs, MNS is scaling our Planning and Construction Management services. Meet Debra Leight, Joshua Reece, and Pat Hanify – our newest client‑focused leaders helping us deliver stronger outcomes statewide.

  • Debra Einstein Leight — Environmental Planning Practice Lead With over 25 years of experience delivering CEQA/NEPA strategies and environmental documents across California, Debra leads EIRs, IS/MNDs, exemptions, and exclusions for transportation, water, land use, general plans, and development projects—streamlining approvals and mitigating impacts for clients including CHSRA, LA Metro, SBCTA, and several California counties, cities, and agencies.
  • Joshua Reece, MS, PhD — Natural Resources Practice Lead Joshua has over 21 years experience in ecology and environmental compliance, has published over 20 peer-reviewed scientific articles, and supported a variety of public and private sector projects throughout California. Joshua leads a team that delivers cultural and archaeological resource assessments, environmental permitting support, aquatic resource delineations, biological and special‑status species surveys, mitigation strategy development, and agency coordination.
  • Pat Hanify, PE, CCM, QSD/P — Principal Construction Manager With 20 years of experience delivering complex water and public works projects across Southern California, Pat leads construction management for wells, reservoirs, booster stations, pipelines, and treatment plant upgrades—driving schedule, safety, and quality while coordinating multi-agency stakeholders and labor compliance.
