MNS Expands Southern California Market with New Principal Engineer and Ontario Office

MNS Engineers, Inc. is pleased to announce the addition of Sheilah Neff, Principal Engineer and Southern California Transportation Market Leader, to our Transportation Department. Ms. Neff will be based in our new Ontario office.

“I am thrilled to be instrumental in opening our new office in Ontario,” says Sheilah. “Over three decades of experience, training, and lasting relationships will be beneficial in my new role to help strategically plan, manage, and operate the fast growth of the Transportation group in Southern California. I’m proud to be a part of a company that provides solutions to our crumbling infrastructure.”

Sheilah has over 33 years of experience in the civil engineering industry and specializes in transportation projects. Sheilah began her career at Caltrans at the age of 18 working as an Engineer Tech while attending school full-time. Over the 30+ years with Caltrans, she served in various roles ranging from engineering design, construction management and contract administration, and program and project management with Caltrans Districts 7, 8, and 12.

Sheilah brings extensive experience on projects ranging from stormwater channel improvements to large-scale highway/roadway improvements. Some of her most recent and rewarding projects include public-private partnerships on design-build projects. She worked with talented engineers from Caltrans, San Bernardino County Transportation Authority, local agencies, and the design-build team of Lane-Security Paving on the I-10 Express Lanes Contract 1 (part of the 33 mile, $1.9B I-10 corridor project) and the recently completed $1.4B SR-91 Corridor project in Corona with the Riverside County Transportation Commission. She also worked with project development teams on the following high profile and award-winning projects: I-105 near LAX, I-10/Archibald Urban interchange near the Ontario International Airport, I-10/Live Oak Canyon interchange in Yucaipa, I-15/Main Street in Hesperia, SR-18/Big Bear Dam, SR-38, and I-215/SR-60/SR-91 interchange in Riverside.

Sheilah actively supports her community and the engineering field. Her current professional memberships include APWA, BDA/IE, ASCE, and an executive member of WTS International. She is also a lifetime member of SWE. Sheilah was honored by the Department of Education at the 2017 STEM (Science, Technology, Engineering, and Math) Conference and chosen as one of five women advocates. She has participated in town hall panels with leaders, judged science fairs, and has given keynote speeches at high schools and colleges, encouraging young women to pursue careers in STEM.

Her knowledge and experience with transportation and the challenges in Southern California will further strengthen our ability to provide a high level of service to our clients.”

Sheilah received her BS in Civil Engineering from California State University, Long Beach and studied Executive Management and Leadership at MIT in Massachusetts. She has a double major in music and trained as a classical pianist. In her free time, Sheilah enjoys traveling the world with her son, reading, hang gliding, skydiving, paragliding and flying an ultralight sport aircraft.

MNS’ new Ontario office is located at 3281 E. Guasti Road, in the heart of the City’s transportation hub. This new office will allow us to continue to grow and provide our clients with the highest level of service in Southern California.
